This is the Inside Spreader used for the Hammerhead Telemark binding that was first created by Russell Rainey for Rainey Designs and later became 22 Designs.

This smaller flat plastic piece fits inside the HammerHead Outside Spreader to both spread and secure the Hammerhead Cable in an underfoot cable routing configuration.
